General Provisions

  1. This Regulations shall govern issues related to the training in Ukraine experts for foreign states, and shall be committing for all educational institutions and scientific establishments regardless of their subordination and form of ownership. This Regulations shall not be applied to foreigners residing permanently on the territory of Ukraine, who have the right to the education equally with citizens of Ukraine.
  2. Accredited educational and scientific institutions, which have a license to carry out educational activities, shall admit foreigners for obtaining education by them.
  3. Educational and scientific institutions shall admit foreigners without any restriction by race, color of skin, political, religious and other views, gender, ethnic and social origin, status, place of residence, language and other factors.
  4. Foreigners shall be admitted for the education in Ukraine on the following grounds:
  • international agreements of Ukraine;
  • national programs;
  • agreements concluded by educational institutions with legal and physical persons.
  1. Foreigners-candidates for obtaining education in Ukraine shall submit the following documents:
  2. application form;
  3. a copy of a document certifying received education and containing the grades for the subjects;
  4. certificate of HIV infection absence, unless otherwise is stipulated by international treaties of Ukraine;
  5. a report on general health state, certified by an official health authorities in the country of residence, and issued not earlier than two months prior to arrival in Ukraine;
  6. insurance for emergency medical assistance (except for foreigners who come from countries with which an agreement on free emergency medical care is signed);
  7. a copy of a birth certificate;
  8. 6 photos size 60 x 40 mm;
  9. an open-date return ticket valid for a year.

Persons, who enter the postgraduate studies or studies for obtaining doctor’s degree, shall additionally submit a list of the documents that requires.

  1. All documents set forth in paragraphs “b”, “c”, “d” and “f” of Article 5 shall, in addition, be certified pursuant to the legislation of a country of their origin and legalized pursuant to the established order, unless otherwise provided for by international agreements of Ukraine.
  2. Register of foreigner’s national passport (substituting document) that arrived in Ukraine with the purpose of study, held a territorial authority or a subdivision of the State Department for Citizenship, Immigration and Registration of individuals based on the written request of the institution that issued the invitation to study or receive appropriate direction the Ministry of Education. Appeal served in the territorial authority or department of the State Department for Citizenship, Immigration and Registration of individuals no later than three working days from the date of filing of a foreigner for registration of a national passport (the document which it replaces) in the institution. {Paragraph 7, as amended according to KM N 810 (810-2009-p) of 29.07.2009 – changes the action is stopped in accordance with the presidential decree N 675/2009 (675/2009) on 27.08.2009; as amended according to KM N 559 (559-2010-p) of 07.07.2010}
  3. Credited to training foreigners issued student ID.

Sample and procedure for issuing student ID card are determined by the Ministry of Education in coordination with the Ministry of Interior. {The second paragraph of paragraph 8 as amended according to KM N 810 (810-2009-p) of 29.07.2009 – changes the action is stopped in accordance with the presidential decree N 675/2009 (675/2009) on 27.08.2009; as amended according to KM N 559 (559-2010-p) of 07.07.2010}

  1. Higher education institution that receives foreign for training programs are responsible for the timely processing of documents for their stay in Ukraine.
  2. The Ministry of Education maintains records of all international students studying in Ukraine.
  3. Form and accountability of higher education institutions for foreign students established by the Ministry of Education.
  4. Information about foreign students served by higher education institutions to the Ministry of Education on 1 December and on 30 June.
  5. Monitoring of the recruitment and admission of foreigners to study carries by the Ministry of Education.

Admission of foreigners to the training international and national programs.

  1. Admission of foreigners for training in international treaties and national programs carried out in the manner prescribed by these documents.
  2. Foreigners are enrolled in higher education institutions (transferred from one institution to another within Ukraine) under the direction of the Ministry of Education.

Admission of foreigners for training under contracts concluded by higher education institutions with legal entities and individuals.

  1. Higher education institutions, which have a permit (license) for the implementation of appropriate educational activities, as well as business entities that have a certificate for the right to set foreigners to recruit foreigners to study in the manner prescribed by the Ministry of Education.
  2. The issuance of invitations to foreign training is carried out the Ministry of Education, as well as higher education institutions in the order established by the Ministry of Education.
  3. For entry in Ukraine for the period from August 15 until November 15, the basis for the entry visa for the purpose of training is to master the relevant invitation, at other times – the original of the corresponding invitation and request the Education Ministry to provide visa support.
  4. The cost of training of foreigners in Ukraine is determined in the manner prescribed by the Ministry of Education together with the Ministry of Finance and Economy Ministry.
  5. Foreigners are enrolled in higher education institutions based on interviews and on the basis of the contract.
  6. Translation of foreign higher education institutions one another in Ukraine carried out by agreement between the institutions.
  7. Reimbursement of expenses associated with the removal of foreigners who arrived in Ukraine with the purpose of training is carried out by a centralized disbursement higher educational institutions Ukrainian international center “Education” Ministry of Education under the conditions and in the manner determined by the Ministry of Education together with the Ministry of Finance and Economy Ministry.
